Is this possible? With just bolt-on on a 04 late model Evo VIII??!! No ECU Reflash, no tuning, no race gas, 93 octane and stock boost.

Yeah, it's a dumb question. It can be done, but you need to specify what you mean by "bolt-ons." We generally get there with tuning...there's no reason to try to do it without tuning. Stock boost? Again, no reason to bother. What bolt-ons are left if you say stock boost and stock tune? Just an intake and TBE? In that case, no.

 

and to safely make that horsepower you would want to tune your car accordingly not just letting it loose
