Need Help/boost leak test problems

I have tried to do numerous boost leak tests on my car, but every time I try and pump it up, the air goes right out of the exhaust. The only way I have been able to get it to hold any presure at all is to cap the upper intercooler pipe, but then that leaves lots of things untested. I don't have a clue what to do at this point, to make it hold pressure. It works fine on the street(I'm boosting at around 27....28 psi. I would actually like to get a solid test! I have tried turning the engine over a few times while doing the test, but that didn't help either. I'm lost here........

how do you know for sure its leaking out the exhaust?

I know because I had someone stand behind my car and feel the air that was blowing out of it!

Did you turn your engine until you got to TDC?
All your intake valves need to be in the closed position.
