can I take off the exhaust housing without disrupting the oil and coolent lines?

Here is a picture.
It looks like you can, but I wouldn't try it. For a few bucks you can get new seals.

Modified for a more concise posting.
OOps I pulled that off of RRE.
My picture dosen't have a view of the center section.
Seals as in crush washers and gasket to make sure it won't leak when you're done.
THE POINT is: I think you can R&R the hot side in the car, BUT, I wouldn't take the chance...I would replace SEALS and pull it out to R&R.

umm last I checked thats not a US evo 8 or 9 turbo.. you do realize you posted a pic of a evo 3/DSM 16g right?

wtf are you talking about??? seals??? and thats a picture of the old style, evo 1-3, 16g turbo.

yes you can easily slide off the hot side without touching the lines.

Basically, there is a clamp that holds the hot side to the center section that may be undone in place. The space you have is very confined and it would be easy to damage your radiator and maybe your turbine wheel. Also your hot side is bolted to the exhast manifold and bracket that is holding the weight.
Here is what the hot side looks like when removed. (thanks to FP)

The oil/coolant lines are connected to the center housing, not the turbine housing. You may wanna spray penetrating oil on the fasteners and letting it soak overnight. There is a v-band that holds the turbine housing onto the center housing. Depending on the v-bands rotation it shouldn't be too difficult to remove.

I reused the original gaskets. Be careful when separating the turbine housing from the center housing. Use a thin screwdriver and support the housing with your other hand or better yet have your buddy help you. Maybe give it a tap with a rubber mallet. But, be careful when pulling it off that you dot damage the turbine blades.
