Just installed a SW boost guage and I am only boosting to 13psi. Mods are in sig and what else could be wrong, I thought stock boost was like 18psi? Does my FMIC have that much pressure drop

Welcome to the land of used Evos. Another case of buying used and not realizing that the car is slow as *****, haha. It just means the previous owner had a bunch of mods (as evidenced by the mod list), but tried to put the boost back to stock and failed miserably. You don't have an MBC listed, so my assumption is that it's utilizing the stock boost, and the previous owner re-installed regular vaccuum lines instead of the actual OEM boost lines that have restrictor pills. You need to buy the boost hose set for $15 from Mitsubishiparts.net or get an MBC...

It's not being caused by the FMIC, but the FMIC certainly isn't useful at all on your car right now.
