I bet you have a boost leak at your throttle body. Even though your evo is new. Do a leak test starting at your airintake manifold and pull the throttle cable. Listen for the hiss.

Yoy would be surprised what cheap gas will do. Or the station is mixing the grades to make more money, I usually use Shell and can notice the difference when I dont.
