Is it normal for a new boost gauge too.....

I got a new autometer boost gauge from buschur and it reads 4psi while in the box is that normal?

I don't think thats right because There mechanical. My SW reads 0 when not in the car

no ..you got a defective gauge..go back to where you got it and they will send you a new one

Is it mechanical or electric? What is the Autometer part number?

If it is electric it doesn't mean anything. Mechanical= busted.

Not all are mechanical. Mine is electric and doesn't have a control unit like the Defi BF's or the Autometer Nexus. It has a sending unit but, that is it.
