another broken evo
I had a similar sounding situation. It turned out to be a damaged crank angle sensor which was caused when the crank pulley came loose and hit it.
Go to the dealer and have them scan the OBD2 port, or buy a scanner and do it yourself. Do a search here for the codes. The codes will indicate if it's the crank angle sensor.
OBD2 scanner is the fastest, cheapest and best way to diagnose most problems.

going to try a new pump today. Sorry for the confusion when I said clicking/cranking. It cranks like it should but doesn't get anything more than that.
On a side note my scanner was the first thing I grabbed, its in my glove box, when it scans it just errored out. So I am not reading any codes.

Well the walbro in my honda has been not priming on and off for a long time but once it starts running it is fine. So yeah check the fuse but with my walbro the thing just works when it wants to and does not like a low tank of fuel it over heats.
My car threw the Crank Position code one time and wouldn't let me start the car without clearing the codes. But I see you've done that so my guess would be to replace that sensor and see what happens.
