Help me look more like a rally car!
What you need is the rear spoiler, Enkei Evo Tarmacs and a little splash of mud.
Heres my car after a day out at the Rally of NZ:

Group N around 250hpish at the engine.
WRC probably somewhere around the 300-330hp range at the engine.

To go back to the original question, I thought the '06 WRC was not exactly based on the Lancer platform, but actually the longer wheelbase Cedia platform (for stability).
However, the front end is cosmetically most similar to the VII front (as pointed out by someone).
Here's my suggestion to copy the WRC exterior (assuming you have a red car):
1) EVO VII front bumper in red
2) EVO VII hood in red
3) Paint lower valance of EVO VII front bumper white
4) Paint side skirts white
5) EVO VII wing in red
6) Heavier mesh in black to cover the I/C opening (I/C is not located in stock location in WRC car and therefore doesn't show).
7) Door handles in black (unless you have an RS)
8) Ditch the side view mirrors (perhaps not practical on street)
9) Paint lower rear valance of rear bumper white
10) Paint twin hood mesh vents over in red.
11) Get EvoDave to match the color scheme for the headlights.
BONUS POINTS
12) Install roof vent (sure to attract cops and other assorted rice as well as make you a hit with your body shop guy)
13) Install functional hood pins

Sorry forgot to mention a very obvious thing (so obvious perhaps I missed it) - buy the Enkei Tarmacs in white.. Those look to be 18s on the WRC car, but I could be wrong. Additional BONUS POINT for spraying "MICHELIN" in white on the sidewalls

the OZ rally wheels are 4 lug, EVO is 5 lug.
You could get the Enkei RC-T4 wheels which are tarmac rally wheels and they're reasonably priced. Or you can go with Compomotive or Speedline Corse which will set you back more.
