Too much road noise
Adding sound insulation would be defeating the purpose of why the Evolution was designed the way it was. I would rather remove any insulation on my Car, just like i have done on the civic i used to own.
Get down to the bare metal of the floor board and add sound deadenig material (such as dynamat).
This past weekend, I actually helped a friend strip down a car (being turned into a track car) and took out all the sound deadening material. What a pain in the ***!

Did this to my old S2000. Works very well. Adds about 20 - 30 lbs to the car though... If you do the trunk and under all the seats as well as the doors as well as get better tires, you'll notice your car is as quiet as that Lexus or an Audi.
What I did was got the B-Quiet Ultimate and laid it everywhere I could. The trunk, under the seats and the doors. Then, I went over the trunk area and under the seats with the QuietCar which is a liquid sound deadening. This worked very well. Some people have even just put QuietCar in the car without the B-Quiet under it and said they had great results, but for the car to be absolutely quiet, use both. Also, throw some QuietCar in the wheel wells and that will remove some of the road noise from particles getting thrown up in the wheel wells as well as quiet down the loud tires.
Again, it adds some weight to the car... But, if you're like me, you already have a subwoofer in the trunk that weighs around 20 lbs too. If you don't, remove your spare tire and tools in the trunk and that's pretty much supplementing the weight difference there. But, yeah... added weight, but very quiet car.
However, I must say... While the Evo isn't a "quiet" car, it's MUCH more quiet than the damn S2000.

I'm not trying to be smart *** but, what were your reasons for buying the Evo?
I just think that if you are looking for a quiet comfortable car you made a bad choice. If you bought it for it's performance anything you do to make it a quiet comfortable car is going to hurt that aspect of it. So, either way you're giving up something.

Well, he can make it quiet and still have a fast car. If he's not wanting the fastest Evo out there, but likes the performance with the added weight and comfort, then he's fine... Not everyone is trying to have the fastest Evo around. However, adding 20 lbs to the car isn't going to hurt the performance of it terribly either.
Replace tires, any other methods will have very low results from $$$ spent. Suggest PSII's because they sidewall is relatively stiff (although not as much as the Advans). No stiff sidewall = losing that amazing 'turn in' and response the Evo has..although maybe not so much on the MR thanks to their softer springs.
You are a pansy and should have bought a Lexus!
Ok now that thats out of the way. Regular all season tires should help reduce the road noise. And as others have said, Dynamat installed on the floors and behind the back seat will make a HUGE difference.

I'll be trading in my s2000 towards an Evo within the next few weeks and one of the main reasons is that the s2000 is simply too damn loud (road noise and WIND noise)... drives me insane on long drives. By comparison, the Evo is very quiet, but not so quiet that you feel detached from the car like in a Lexus.
*sigh* someone asks a reasonable question and gets flamed by people who likely don't know any better. Sad, sad, sad people. If you can't add to the thread, don't post.
Yes, I agree the EVO is noisier than I think it should be. I have a 2006 IX MR and from day 1 the tires are the loudest I have heard on any car I have owned. I thought the wheel bearings were failing because the tires were so loud when coming to a stop below about 20 mph. It's actually nice to drive other cars and have them 'glide' to a halt without the roar/whine of the tires. As soon as my stock tires are worn down I intend to get a better brand (although maybe I will have to ask on some other board for recommendations from a sensible crowd).
I just recently finished Dynamatting my whole car - I used Dynamat extreme and ended up using about 80sq ft - this is enough to do the whole trunk, back seat, floor, transmission tunnel and all four doors. Yes, there are other cheaper (and sometimes smelly) alternatives to Dynamat, but cost was not really important as quality was for me. After adding all this Dynamat (which took me about a week of evenings and lots of sliced fingers) I have to say it's not super impressive. The Dynamat takes out *some* of the high frequency noise you hear, and putting three layers over my modified fuel pump finally made it almost inaudible. However, a lot of the noise in the car is low frequency, the exhaust and the road noise through the tires really has not changed a lot. This much Dynamat weighed about 50lb and as it’s mostly low down in the car and evenly spread out it doesn’t affect the handling much. My car is still lighter than stock with the Buschur exhaust, mini battery and no spare tire.
I'm glad I tried Dynamat, and I think it does some good, it's just not worth the time, effort or expense. You need a lot, or multiple layers to make a difference and this will cost about $250ish (ordering over the internet), it's also a pain to disassemble everything, Dynamat it and put it all back together. Now I have tried it in the EVO, I don't think I would ever recommend it to someone else, I'm sorry to say it really doesn't make enough of a difference. Don't even think of getting a tiny square and putting it on your trunk and hoping it will make a difference as I have seen some people do - I have EVERY square inch of metal covered and I'm not that happy
I'm actually surprised and pleased with my exhaust, I got the Buschur downpipe, hi-flow cat and Bullet muffler and I really like the sound. From inside the car it doesn't drone, isn't raspy and has a nice tone at all revs. Outside the car, it's a little loud, but not objectionable at all. I was extremely pleased with this. If you are concerned about the volume of a modified exhaust, I would recommend Bushur's any day. (I think with a cat-bypass it might cross the line however).
The hi-flow intake is A LOT louder than I expected, annoyingly so. If I can fabricate or find something to surround the filter one day I might just do this. I have had cars with modified intakes (including an Eagle Talon with a big K&N just sitting directly on the turbo intake) and none were this loud. I think the position of the intake, opening in the hood and thickness of the firewall make this extra loud. I have been tempted to even go back to the stock air box just to make the car less obnoxious when you use boost - this would also no doubt cure fluttering BOV issues our cars seem to have as soon as you so much as look at the intake pipe as well.
So, yes, I agree the car is too loud, and yes, I knew what I was getting into (esp. with my light weight roof on the MR), but I still think the road noise is louder than it needs to be. I also have a Lotus Elise (with *NO* sound proofing), and it doesn't bother me half as much, it's pretty silent at low speeds - at higher speeds the Elise is more noisey, but the pitch / tone / level of the noise doesn't seem to bother me as much. I think the tire drone at less than 20mph while coming to a stop is the most annoying thing about the EVO (other than the occasional squeaks from the cheap window controls).
If anyone has *CONSTRUCTIVE* suggestions about better brands of tire, I would be really interested.

Go buy a lexus
just kidding
I agree there is a lot of tire noise, my old 350z had it even worse, about two times as loud. It was a problem on 03 350z where the camber was off, causing more tire noise and tire feathering. Even after getting nissan to replace all four tires and fixing the camber, the tire noise was still VERY audible, moreso than my evo.
My solution for my tire noise was to buy my RS*R turbo-back....with that thing you cant hear anything else!
Realistically i think some other tires would help, as i do notice that my contiextremecontacts winter tires are much less audible

Maybe the reason they didnt put in more sound deadening material was because they wanted tthe evo to weigh exactly as much as ther STI.
I remember comparing the evo and STI in 03 and 04 and noticing that both the cars weighed EXACTLY the same, down to a single pound.
