Another boost problem

So I cant seem to get my evo to boost above around 12 lbs, if I keep it at half throttle it will hold around 12lbs all the way up but if I try to give it more gas it starts to sputter out. I cant find any boost leaks and the EBC is good. but around 12 lbs it just starts to cut. The car idles fine and I am not throwing any codes. My vac seems good about 15 at idle and 19 when I get off the gas. what am I missing? I hear my walbro so I assume it works. Any suggestions?

hmm compression check?? boost leak test? check your spark plugs, are they gapped correct? check your spark plug wires?

Change your plugs. NGK BPR7ES gapped to .026.

Order new oem plug wires. I just fixed the exact problem you had by changing them (well, the sputtering anyways)
