I like evodan's mount, but mine works pretty well too, and only blocks a little bit of the IC. I jammed it behind the bumper on top of the mesh, and then used one zip tie:

Looks to me like it comes out of the hole next to the IC in the bumper, and then has maybe an L bracket that goes over to the plate bolts. Is that the case?

When I had my SS camaro I just stuck it in the windshield/dash and never had a problem.

Very popular in the Miata community are swinging fold-under license plate brackets that will allow the license plate to hang properly, but will fold under at speed.

Here is a DIY.
