Use like a 600grit wetsanding to scuff the whole thing down, and just re-clear it. Dont wear down to the CF.

what grit are you using to get the clear off i used 400 then when I got it all off (Wet sand!!!!!!!!!!) and try not to get all the way down to the carbon fiber..

wet sand it with 2000 grit then clear coat it let it dry wet sand again and then polish it ull be good

Looks to me like you already had some sun/contaminant damage from the crappy factory clear. Re-clear it and you should be golden; however if you really look up close you'll be able to see some blemishes due to the damage. Best of luck!

Yea, i used 600 grit 1st to take off all the clear coat (wet sand) and now im still on the process of sanding it with the 2000.

Should i do wet sand with the 2000 as well??
thats what im doing.

Ok, here's a little more info for you. I've fixed my wing a total of 3 times so far, and this is what I've found works and what doesn't work. The spots you see aren't actually clear coat, but the resin that they impregnate the carbon fiber with to make it harden up. The first time my clear coat was flaking I just removed as much of it as I could and resprayed the CC over top. You could still see the spots through the CC, and they looked more yellowish than the rest of the wing. After about 6 months guess what...it was flaking again, even after I sanded the base with 600 grit wet and used an adhesion promoter. Second time I stripped it all off again, this time it flaked off so badly I could use a razor blade and strip it off sheets at a time. I tried recoating the carbon with more resin and baking it to try and get a good base back, and then spraying clear over it, but once again the clear did not want to stick. The last time I repaired it I stripped ALL the clear and resin off the wing, sprayed it with an adhesion promoter, and then sprayed the clear. So far it's been holding up well with absolutely no flaking, and the carbon has more of a gray/black color to it now compared to the yellowish/black it did originally.
