Looking into buying Evo V while overseas..
Anyone have experience with a non us spec evo V? Is maintenance alot more expensive due to rarity of these in the states? I am better off just buying a us spec VIII?

Evo V's were not sold in the US market. Only the 03 VIII's.
I do not know if you can even get that titled since it was not DOT approved. I would check into that before anything else.
Parts can be had via shipping from overseas. But, costs might be painful.

yeah register the car in the US will be the biggest pain, you buy the car and try to mod it to pass the DOT standards but it might be very costly I know a 95 Skyline only cost about 10k for you to bring it from Japan and that's car+shipping but you'd probably spend another 10K to make it DOT legal.
Maintenance cost are the same as a VIII. All the parts I use are for the VIII seals,plugs,sensor & gaskets yada ydada.
The one thing that I would suggest you look into is your local laws concerning RHD vehicles and your states/county emissions laws.
