I just noticed that the fenders are "extra" flared also yet the wheels are not offset anymore than normal it would appear....

I'm pretty sure it is an Evo X disguised as an Evo IX for testing before the Evo X was out.

thats very understandable cause the upper pipes run where the hood has the add ons.

This makes complete sense. The hood modifications, atleast that front part would be where the IC piping comes down through the top of the nose on the X's.
