Stock Fuel Cut?

I have a 2005 VIII, all stock except for an HKS BOV and 3" turbo back.
What I need to know is: Is there some sort of governor in the ECU that will prevent the car from going over a certain speed?

Its a Senator actually, but YES there is a TOP SPEED Limit.
