I've been in this zone lately where I'm positive about getting a set of 18 x 8.5 volks for the spring. Wheels and tires will run me 3000+. But now I'm thinking that I should get a bunch of performance mods instead. 3000 would buy a lot of sweet stuff. What do you guys think? Rims or mods?

 

Mods all the way! I am not big on rims, and I think most are ugly. That's just my .02 cents though. I think performance would make you happier since the stock Evo rims are sweet as is. I don't get why everyone wants to change them. Maybe just to be different. Who knows. Anyway do whatever you feel is best man. Good luck!
