Rust Prevention???

Hey guys i was wondering what to do with this little rust on my rear quarter panel, right on the lip....what happened was i hit a pot hole a while back, blew the tire bent the rim and the rim hit the upper lip of the rear fender (quarter panel), and since the paint got peeled off the little spot has created some bubbles and i was wondering if i should sand it out and repaint it or use some kind of anti corrosion stuff so the rust does not spread later one as the years go by. I dont drive the car in snow but i do drive it when it rains, here is the pics and let me know what you guys think its the best way, and how much should something like this cost to fix????

Its oxidization.

Two ways you can do it effectively:

1) Cheap Ghetto Way: Sand off the layers of paint, get the rust off by sanding, primer.

2) Take it to a body shop.

Fix it before it gets worse. It needs to be cleaned up and repainted. Once it eats entirely through the fender it'll get a lot more expensive to fix.

you can use a rustoleum primer that will help neutralize and prevent rust.
