Hard intake pipe= less boost??

Hard intake pipe= less boost??
I just finished installing my hard intake pipe. I checked for boost leaks and have none spare my throttle body seals. Before the install I was running 21-22 pounds now I see around 17. Any ideas as to why this is happening?
