Is it safe to rev 9k+ with drop in pistons and rods with a 2.0?

Is it safe to rev 9k+ with drop in pistons and rods with a 2.0? Also from what ive heard a drop in setup is good for 650 whp. If that was done on a dyno dynamics dyno, would that be a safe power level with a 1.00 setting?

upgraded rod bolts?

what are your valvetrain specs?

if you aren't running upgraded springs and retainers then it's not safe

The head is built too. I dont remeber the specs exactly, I did not build it, but I do know it is built to withstand 9k+ rpms.
