Anyone know what this thing is??

So I was pulling the meth kit out of my Evo today and this thing was next to the power switch on the lower dash. It has 2 buttons a + and - and a little window that has numbers 0-9. You push the + - buttons and the numbers change..simple enough. I always thought it was a part of the meth kit but it wasn't hooked up to anything. Anyone know what this thing is?
Meth kit came with the car when I bought it and I have no use for it as I'm running e85.

The meth/alk kit is an SMC, theres nowhere on the controller for this thing to hook up. There was a fail safe in the engine compartment as well, which didn't have an open connector for a plug like this. The wiring and plug look almost oem.

Here is a better picture.

Pull your glovebox, takes about 30 seconds to do and you'll be able to see it, it's pretty hard to miss.
