Evo7 tails and DOT?
Do those Evo7 tails selling on most vendor sites have a DOT stamp on them?
If not what are the possible problems if I get into an accident with them on?

Remember, the Evo VII tails are exactly the same as the VIII's in all regards except for lense coloring.
I don't think you will have a problem unless you admit to the insurance or the police that the tail lights on your car are not OEM parts.
If they hassle you, just say you painted em.
The only time I could see the ins company looking into your tail lights is if you are rear ended and the person complains that your lights were not working properly.

Nope.. If its not designed for the American domestic market, it will never have been evaluated by the DOT and given a stamp.
Ya know, its not something that ever occurred to me.. I suppose if someone rear-ends you, if they or the insurance company were slick enough to recognize the car was modified, they may insist that the car be impounded for a safety check.. They might find it then.

I like the lights much better than stock but insurance in NJ is tough enough to risk losing it (I already got dropped by one company for no specific reason).
Thought that maybe the vendors would manage to get them certified or something.

Who cares? The cost per light is actually cheaper for the JDMs. New from the dealer the stock USDM lights are something like $250 each IIRC. Just ask the body shop where you're getting your car repaired to buy the JDMs. It'd be like subbing in a different front bumper for the stock one. Or hell even work it out with your ins. agent. I'm sure you go through "Joey's Insurance & Deli", being in NJ and all.

It's not about having the insurance replacing them if they are damaged in an accident. It's about the insurance company possibly cancelling your policy and not paying to repair your car if it was suspected that the non-dot compliant part was the reason for the accident.
