Yes. It has been capped off because of the mbc.
As others have stated you will need the stock boost lines with pill, which connect to the ports that are capped.
I would just get a tune and use the mbc, you will enjoy it more.

I think we all understand it would be easier just to leave it as he will most likely be bitten by the mod bug like the rest of us, but its admirable to have a completely stock evo also. Easiest option in my opinion, would be to find someone local and swap out with them. Where are you located?
Im in Kentucky. Lol and im not just swapping for some stock thingy. Well what i did today is remove the caps and plug in the lines that went from the hallman to the capped nipples. Started the car and reved and it seemed fine. Ill probably set it back up to the hallman but if someone's interesting in buying this thing ill prolly sell it. Thing is if i leave it on, im not going over stock boost. Maybe 1 LB that's it. Im not doing anything else bc i love stock and want my engine life to last. Not kill my internals.
I think if you buy this type of car not to be modified then its boring(just my thoughts) there are many other cars I would buy to keep stock. Just my opinion though and I can't sleep so im posting on the forums.

don't take what localtoys too strongly... I kinda agree with him. My first Evo I kept the motor completely stock and after getting my second one and it being modded, I have to say that my first EVO did feel boring compared to my second. The car is stoopid slow and boring in its true stock form. Anyhow... if you want to keep the car stock... its your car, do what you want with it.
Keep the Manual Boost controller if you decide to start modding the car later. You do not loose anything by keeping it. The reason why your stock solenoid was kept there and capped off is to keep your car from throwing a CEL. Here is a pic of what it should look like stock. All you need to do is get the vacuum lines from Mitsubishiparts.net or a dealer if you want to go back to stock and remove the boost controller.

Just wanted to add that modding your car won't harm it. I have a ton of mods, and drive mine like a raped ape. It's when you don't drive it and baby it too much that you start having problems.
