Help With Mod Plan For First Tune (On A Budget)

so I ordered another gauge:

They don't sell just the gauge but they did give me a break on the sending unit i just ordered a month ago, knocked $20 off.
I should have it by Friday or Saturday. I'll post how it goes.

Well, as some may know I had to get a new TB due to this:

and I decided to go with Mil.Spec ported 65mm which bolted right up and ran like a champ no adjustments of any kind needed. This TB is silky smooth, all of the jumpiness of my throttle due to sticky popping open is GONE!
I was planning on installing a Perrin intake and a Garrett 3.8 core and getting a dual high (street) and low power (track) tune from ts comp Tom before getting my VA emissions inspection done but I ran out of time and money so I just went in today with my car with it's CBRD tune for a 70mm TB running a 65mm and I passed with flying colors.
So I guess that answers the question will the Mil.Spec 100 Cell HFC pass emissions inspection in VA?
