Like all have said t-bolt clamps and hairspray.

If it has popped off alot take a look at the rubber piece and you may want to replace it. If you are going to go and replace it there are silicone pieces can do it while keeping the aluminum bits.

I had that issue and got sick of the rubber hoses popping off so I just bought a UICP from the forums, have not had that issue since.

You don't need hairspray.

Just clean the hose with a good degreaser and tighten the clamp properly.
Make sure the clamp is placed behind the rolled bead.
Use a ratchet instead of a screw driver. Just make sure you don't over tighten and strip the clamp.

Like mentioned above, t-bolt clamps are the way to go.

What intercooler pipe do you have? Stock?

Try using T bolt clamps like everyone else had said.... and if its an aftermarket pipe is the end beaded?

I would also try doing a full boost leak test since the turbo is only pushing 10PSI. Just a quick FYI...
