WG actuator arm

I am trying to investigate a boost problem I've been having with my Evo 8
I'm running a hall man Pro with a metal DV. I'm unfamiliar on how the Wastegate works but i've tried to move the actuator arm by hand, and it seems stuck, it just doesn't move. Is that normal?
Could that be the reason I can't go past 12 PSI ?

No its the opposite. The harder it is to pull the more boost you make.

so if I pull on the arm, should I be able to open the waste gate? Mine just doesn't move. I look's like a stock waste gate, golden looking color

If its a stock actuator then with some muscle you should be able to make it budge but you probably wont be able to hold it open. I went to a 25psi actuator and I can't even make it budge open. Its super tight. Sounds like you may have a boost leak or may possibly have a bad turbo. Or maybe a bad boost controller. Hard to tell without more info

I did a boost leak test yesterday and the system seems to hold pressure, there is a leak at the throttle body, so I guess I will have to change my seals and gasket. My wastage opens up at about 12 PSI, which I recall is stock. I found out my MBC was just set up too low and I had to turn it much more than I though.
