Car Problems, PLEASE HELP! Where Do I Start???
K I need help!!! Here's the story, I approached my street and was down shifting, in 2nd gear slowing down I heard a water pissing noise but I wasnt sure if it was just my brakes or something weird. I got on it all of second, part of third, part of forth and slowed down. Heard nothing. Pulled back up to my house and turned the car off and a little white smoke arose out of my hood vent. I heard air bubbling in my engine system so I immediately turned it back on and opened the cap. I filled up the car with water, it was about half a gallon low.
Now, the facts, my exhaust is smoking very lightly and continuously, but there is no smoke I can see coming out of my dump tube. It appears my radiator has a crack and is leaking about a drop a second at the bottom where my dump tube was to close, and the exhaust gases basically were directed right at that point on the radiator. Now, what should I address? I burped the system and it seems ok, but the slight smoking out the exhaust remains (here's the catch too, I rubbed the water that was in my exhaust tip on my hands and it did NOT become sticky as normal coolant/water mix would). No weird motor sounds, oil level is full. Could I have blown the turbo seals? Floated the head? How do I diagnose? PLEASE HELP!!

Does not sound like blown turbo seals. You'd have a noise and smoke coming from the turbo. You said your radiator is cracked? I'd start by fixing that. To me it sounds like your head lifted. If I were you I'd pressure test the coolant and do a proper leak down test.

Here's another thing-
After an hour or so I went back out to the garage to check the residue in my exhaust and it was completely dried up and gone, it wasn't sticky at all like coolant would be. While though the coolant that was on the ground was still there, and it was sticky.
So, what gives lol?

The non sticky fluid on your dump was probably just condensation. As posted already, fix the known problems. You said your dump is too close to the radiator and now it leaks. Fix or replace your radiator and fix your clearance issue. After thats good pressure test your coolant system for leaks.
Praying to god its just my radiator is cracked, te smoke last night was just condensation, and my luck isn't to terrible.... Praying!!

Of course I'm going to start my car and see if it smokes still and it had cooled down after sitting all night and day.
I'm simply giving updates to help with the details I've already given.
