Check for a pushed out pin in the connector then check for a blown fuse.

Normally, when we have issues with Evoscan, (I know that's not what you're doing here) the battery is low and either needs to be charged or replaced.

Doesn't matter. My car would start right up and "appear" to have no issues but I couldnt get Evoscan to work no matter what I tried. I put the car on a battery charger while i was trying to communicate with the OBD II port and it worked fine. Replaced the battery the next day.

It sounds like your battery.

try and use a "trickle" charge for dry cell batteries if you can find someone with that may have one or if you have one

tried scanning with a charger on battery, still no connection. also used a test light and checked every fuse in car and under hood. and the obd2 port is getting power.. but not connecting to any scanner used.

could the previous tuner or version of tephra used somehow effect this?

Random, but maybe a normal scanner wont read because you have a tephra mod?
