Running on stock WG pressure. Wont go past 7-9 psi

Running on stock WG pressure. Wont go past 7-9 psi
So like the title says I cant go past 7-9 psi. If im not mistaken, the stock WG runs at 14psi without the boost solenoid and the boost pill. My idle sits at right under 1k. My vacuum reads in bars so its sitting at -0.5. What the heck could it be?!
