Does anyone know what's this cluster part number or even where can I find one?

It's an overlay. Only the Ralliart had 300kph, regular E8/9 had 260kph max.

It is not an overlay. It was the OEM dash in many of the Evos VII and VIII that were officialy imported to Brazil.
