Is there a relay fuse or box attached to the headlight? If so how to replace it.

 

Allright update harness,bulbs and ballast are good and fuses are good . Is there something besides the ballast on the headlight that can make the low beam come on but not stay on.everything else is good and is just the passenger side low beam only

 

Switch Ballast with the one on the other side to rule it out.
