Evo Lover and Terrible mechanic (BUILD PLAN)

Hey everyone,
this is my first post.I am a proud owner of a Beautiful Evo viii mr.I would love to get some suggestions on what way to build my evo.I have a fairly good job and can afford some crazy upgrades.The only problem is ... i have no clue where to start and maybe you guys can give a opinion and number from 1-10 the first ten upgrades you would get and if possible a link where i can get them. I live in Ireland BTW and i would love to make it quick for the local drag track and keep it road legal.

Dyno at 300BHP
All parts stock except
turbo actuator and rad where replaced when i got it.

Just my opinion, but here goes. 1 intake, 2 boost controller, 3 intercooler piping (only licp if on budget), 4 exhaust, 5 O2 outlet/O2 dump, 6 intercooler, 7 cams, 8 stock frame turbo upgrade or ix turbo if on budget, 9 clutch (might need to upgrade), 10 and of course a tune. Do a tune up first obviously if needed. Take care of brakes, suspension, tires too if needed. Hell, tires alone can be the best upgrade if you just wanna go fast on a track, but figured you want a usual street Evo upgrade path.

1) Please provide some more details of your goals, that would help with upgrades.
Define quick at the drag strip. 12 seconds, 11, 10, fricken 9's bro? haha

2) Help define the budget $10k, $20k?

1: Perrin intake and evo 9 metal bov
2: Swift Springs or bilsteins combo or some other coilovers for drag
3: Spoolinup COP
4: 3" down pipe, High flow cat, 3" catback (this could be 3 things on list)
5: Ported turbo manifold or some tubular (no megan/ ebay brand stuff)
6: Tires
7: grimmspeed EBCS
8: evo 9 turbo
9: lower IC pipe
10: Tune

typically 7-10 go together, but 9 can be before the group.
i cheated on some to stretch the list ahaha.
