Hmmm, those are 2 different Evo generations. The yellow one looks to be an Evo VI and the Silver one is an Evo IX. Therefore the bumpers are different from the get go. To my knowledge, the bumper on that yellow Evo VI looks stock.
Yes as the guy above says, that is an Evo VI TME bumper. Given they made only 2,500 of them in all colours, these bumpers aren't exactly thick on the ground. The yellow car in the photo appears to be a Evolution V with a VI front bumper.
Here's something from Asia, but I have never dealt with them so I cannot vouch for them at all. Depending on what you have as a recipient vehicle you might want to make your trouble more worthwhile by getting more of the bespoke TME bits too.
