My bumper sagged like yours as well. Was straight before paint, but was warped after I had gotten it painted.
This is how my bumper looks using that bracket I was talking about to hold the bumper up

hmmm looks pretty good. If possible, could you post pics of your assembly and where exactly you have it bolted.

I'm not trying to sound like a Civic dude but I used a ziptie in between that inner towhook thing and some holes on by the cover to get enough support and fix the sagging.

Though I really do have way too many ziptie solutions to Evo problems.

Take tow hook over off. Put a bolt, push pin,or zip tie through it to hold to the car. If your bumper don't have that bracket built in its probably a rep.

I ended up doing this but it looks so crooked since the hole is not centered and even if it was, it wouldnt support the sides as much. Im gonna leave it like this until I can rig up something better.

Let the heat of Mother Nature do its work or speed it up by using a heat gun CAREFULLY and heat the material to let it form back how it should be after you have the middle tied up.

Well in an effort to straighten out the bumper as much as possible, i added another zip tie. My automotive iq however isnt very high lol so before I tightened it, i was wondering if i am hurting anything by using the location in the pic below. Im not sure what the piece im trying to tighten to does so if someone could tell me if I will be ok doing it, please let me know.
