Purchasing and registering an Evolution 1-3

Hey guys! I'm new to the Lancer Evolution scene and recently I've come across that the first three Evos are my dream cars. Unfortunately, I live and Cali which makes me wanna know the official process to register for these cars. If there's anyone that can help me that would be great!

Imports cannot touch us soil before the 25 year rule. Has to have all documents and vehicle has to become smog compliant which I’ve heard of only two places can do it and cost upwards of $10k.

Also, you can not legally register any import (not originally sold in the U.S.) in the state of CA, unless you have them brought into compliance to safety and emissions standards. There is only one place I know that does that but can't confirm they have the info needed to perform the procedure on Evos. I was in contact with them regarding R32 GTRs and the entire process ran $10-12k.
Feel free to contact them:

While not evo specific, I found this article pretty informative:

True. You can illegally register just about anything and Florida doesn't care as long as you are paying to register it. That's how it should be, but CA likes to turn its citizens into criminals, every chance it gets.
