Help with value - Evo 8 RS that needs engine work

I'm trying to help a friend figure out what his car is worth. It is a RR 2004 Evo 8 RS with 88k miles. Body is in good condition, but paint has some flaws. Previous owner did an engine build and there are issues with honing on cylinder 1, so it needs engine work (new small block). No issues with the rest of the drive train. It runs and drives, interior is in good shape. He wants to sell as is and is trying to figure out what it is worth. Based on what I have seen, I'm thinking $17.5 - $18k based on what rollers and partially disassembled cars are going for.

Thoughts?

Thank you for any help.

I should have added that the car is rust free. It has been in Hawaii, North Carolina, and the pacific northwest in it's life.

DO NOT come on forums to determine the value of any enthusiast car. Members here and on most forums tend to lower max value for personal interest. A no rusted evo 8 rs is highly sought after model. With that mileage, chassis with interior and complete mechanical parts will be values at around 35k, deduction for the exception of a shortblock replacement and paint correction. A fair price is closer to 25-27k.

Just my two cents.

Keep in mind there were only 263 USDM Evo 8 RS imported in 2004 and of the 263, only 84 were RR....the rest were WW. So, that year and color combo is pretty rare. I would keep it.....

I have suggested that he keep it - and considered buying it, but timing isn't right for me to buy it.

Definitely keep it. The issue with selling an Evo with problems is that you won't get anywhere near fair value - when purchasing, buyers place irrational value on things that need absolutely nothing in order to enjoy them. A $30,000 Evo needing a $5,000 fix is not even going to bring $20,000, never mind $25,000. If he's going to sell, it's absolutely in his interest to have it in the best shape possible, which will return double if & when he does sell it.

That could also be because parts are becoming extinct or exploding in price. I don't know if that really helps the prospects of someone looking to get out of their money pit...I mean project.
