boost problem

boost problem

ok guys, ive checked and rechecked my lines for the gauge. i have an autometer ultralite gauge. i also borrowed another gauge to check to make sure its not the gauge. Its at 18 in vaccum but sure enough when i go drive only goes to about 11 lbs of boost. wtf! so i take the other gauge and hook it directly up right to where i t'd into the line at the engine had someone rev it up to see if it would go above 11lbs. nope just stops at 11, same with the other gauge. does anybody know what the problem could be, ive searched for other problems people have had on the forum and didnt find any problem like mine, i just dont understand why it would say 11 even by the engine becuase i thought it was somewhere in my line but i dont know what to do so any help would be sweet and appriciated. thank u
