Cusco rear trunk bar

Just bought one and have a couple questions.

It comes with some hardware that has two bolts welded to steel strips. What are they used for?

Are modification required on the hard plastic rear trim piece to get it back in place?

I got it installed today with a little help from my angle grinder. If anyone knows what the supplied welded bolts are for I'm still curious.
