How do you get the wastegate actuator arm back on to the turbine housing thing. Doesn't seem to have enough play to get it back on. Will I need to take the 2 bolts off the wastegate actuator to move it back on?
It has preload on it from the spring meaning you have to yank it on there. If it were able to just slip it on then its not enough preload.
I find that turning that turnbuckle such that the hole is halfway there then pulling on it to get it engaged on the arm gives you the right amount of preload. Hope that makes sense.
COmpressed air into the wastegate nipple does wonders
This is what I do. I have a Harbor Freight nozzle that fits into the vacuum line, on the wastegate. A quick squeeze of air will move the arm.
If you don't have access to any of that, the I'm not really sure.
Pull it on. I've done it hundreds of times on the dyno when adjusting preload. I actually made a special tool with a hook to pull it onto the flapper arm.
