Air filter hanging from intake pipe bracket ?

Air filter hanging from intake pipe bracket ?
I think it's a buschur intake pipe (no maf) with the bracket with 4 bolts. Anyways the air filter is just hanging loose from the bracket, what caused this? Isn't it suppose to fit snugged onto the bracket?
