does this have all the stock mounting points drilled? Any "EXTRA" steps needed to install this?

its marked, but not drilled. No extra step everything bolt on.

just wondering doesnt the jdm bumper show the tow hook with the option of puting the cover. i cant tell completly from the pic but did u guys just cover it completly? im not sure if its just the angle of the pics

its not molded and its not bolt it either, its inside so half of this bumper actually made of carbon fiber, and then leave the middle section un-prime. So that the carbon fiber shows.

Yes you have to cut the middle pieces, for the tow hook
