You dont HAVE to take the bumper off to replace them, Its just a whole heck of a lot easier. You can take the bumper off without jacking the car up provided you dont have the undertray on your car. Otherwise you really should jack it up to get under there and get all those stupid plastic screws that hold the undertray to the bumper! After that it is tit!

actually if you remove everything except the undertray and its clips and leave it attached you can pull the bumper off of where it meets the side fenders and put towels on it since the bumper will actually end up laying on the fenders and them when you do that pull the bumper forward about 4-5 inches off of the crashbar and it will come forward easily if everything is removed . You can then snake out the lights without complete removal of the bumper.
