If you talking about the pipe that runs into the top of the exhaust manifold, then yes and no. Its called SAS (Secondary Air System) and comes standard on all evos part the USDM evo. Basically on lift off, when the throttle closes, the SAS opens and directs some of the air back into the manifold, this is to try and keep the turbo spinning a wee bit but in reality, it doesnt make that much of a difference which is why a lot of owners just remove it

 

This doesn't come on Evos in the US. The main purpose of this is to heat the catalytic converter faster on start up for emissions. Wether or not it helps with spool on lift off im not sure about that. I dont think so though.
