Maybe, maybe not...

My car was vandelized when it was new, the guys kicked in both drivers side doors, broke both drivers side windows and the back window. Mind you, the car was NEW (400 miles on it). The insurance company paid just shy of 3000 in repair costs, and the body shop replaced the dashboard (damaged with a glass shard like your seat) the drivers door panel (more glass damage), they welded new skins on both doors, painted both doors, replaced the rear glass, and repainted the passenger quarterpanel because it was scratched. You car has slightly less damage, so I think the price may be correct.

The problem is defining what "needs" to be done and what you "want" done to make it right.
