NO it's not legal here in CO. My friend had one on his Evo for less than 24 hours and he was pulled over.....ticketed.....and they removed it for him.
I would stay away from it.
I agree those are just asking to get pulled over. Although i would prefer the ones that look just like a normal clear cover, however when you hit a switch it completely blacks out. One of my old bike riding buddies had this on his bike. I can't recall where he got it from but it was pretty sweet. If anyone knows what i am talking about or where to get it from let us know.

the point of the plate isnt to hide from cops, it is to blur the image from the angle the camera takes pictures from. in NC there are a lot of red light cameras as well as an article i read about starting to put these things on the highway on straightaway stretches to catch speeders. most cops dont stare at your plate that much or pay that much attention, normally when they are behind you, it is directly behind you when they are running your plates (knock on wood). if they do see it and it looks blurry, i'd hope there first thing they think about is their vision is off, its hot, and they n eed a break
