I think you are refering to the black paint!?

That EVO has an APR wide body kit as well which includes a new front bumper.

 

not sure what you're talking about...

It's a stock-styled APR bumper with APR canards, APR splitter, and some kind of "deformance" mesh.

 

If your referring to the black part that doesnt look like a piece. It looks like either vinyl or paint.

 

^^^yeah, hard to tell but I dont think that is anything, the silver part right under the hood above the black paint looks like vinyl

 

It's the Lancer Evo from The Fast and The Furious 3: Tokyio Drift, for those that can't see the pic that clearly.

Here's the biggest close-up I could find:



From the way the CF Drive Planes are attached to the front bumper, I would definately say it's paint or vinyl, otherwise I doubt they would look so flush when being overlapped from that 'part' to the actual bumper.

Here is a picture of the actual APR full wide-body kit and CF inserts, but without the piece.



Definately looks like they just added a vinyl to it.
