Under car neon?
Light on the IC is the brake lights of the camera car. Sparks are racing brake pads. Blowing out like that would be brake air guide blowing the brake dust (red hot) out of the rim.
Neons would be nice for show and not go reasons. The EVO is a go car more than a show car.

The car in the video isnt mine... Like i said i like it but wouldnt do it. As for it being brake lights I think your right... but still when it lights up on the sides of the FMIC like that it looks sick.... especailly on the black car...
