Do most rubbing problems go away from rolling the fender (if the rubbing has to do with that inside lip)?

I recently lowered my car more (tein coilovers), and installed 5mm wheel spacers on my 18x9 +30 Rota SVN's. Back right wheel rubs all the time, and if you run your finger on the inside lip of the fender, there's always rubber build up there.

I'm going to be cutting that lip out tonight with a dremel!

Don't do that, just get it rolled. Thats the whole purpose of fender rolling. If you do cut it out, you better put some touch up paint on there unless you like rust.
