best outside mods?
Tint window deflectors, drop 1 inch, black with red lip rims, JDM rear bumper , do luck front lip, carbon hood, i rather do the EVO 9 rear taillights since your is an EVO8 "not feeling jdm rear taillight for white" , Black out front headlight, Vortex generator, UK rear badge, a nice Muffler that sticks out for the JDM bumper " mine is the greddy TI so it stick out perfectly". and there you have it, the simplest hottest thing around. Thats what i did to mine, i am 50% done from the above list i modded, still missing, front lip, carbon hood, and 1 inch drop. Everything else i have already.
i know you didn't include it on the list, but i just have to say it - canards FTL!
carbon fiber hood - FTL. it looks like someone ran out of money and couldn't afford to paint the rest of his car and had to leave it primer colored.
gold wheels - kinda like every other pseudo JDM car out there.
wingless - makes the car a little feminine, if that's what you are trying to achieve.
the "best outside mods" are the ones that add the least number/ magnitude of additional lines to your car. let me know when you see an OEM porsche, M, or AMG with canards or off color body panels. i might change my mind then.
splitter and diffuser - HOTT. subtle and purposeful.

Personally i would do a carbon lip,blacked out headlights and ix taillights, black rims with a chrome lip,cf vortex generator, maybe carbon hood/trunk if its in the price range and jdm rear bumper
