For it to be functional at high speed, don't those turn buckles have to be attached to the frame? I've read countless threads of those things ripping off for that exact reason.

I've heard the same thing...which is rather depressing, because I really love the way that splitter looks.

If you are worried about this and want to run one, you can reinforce the area of the bumper cover that the turn buckle attaches to by placing a thin piece of steel behind it and threading through that. Then the bumper will come off before the splitter. There is generally no need to attach a splitter to the frame of the car.

i dont like how there is that lil space on the middle of the bumper... but looks good other than that
