This photo is what is called a " Rig Shot ". It is taken by attaching the camera to the car with a rig, made of aluminum poles and suction cups or similar system, then the car is driven or pushed at slow speeds. The camera is then set to take long exposures called shutter drag, the movement of the car along with the camera creates an illusion of motion blur in the wheels and background.

That's just the basic idea, it can be much more complicated, this photo is the culmination of several images merged together including static shots with reflectors and flags to get the body panels to look their best. Photo shop skills are a plus when working with images like this.

For the photo teck, It was taken with a Canon 1D MK2n with a 24-70L, a 2 stop polarizing filter stacked with a 3 stop nd filter.

If you want to get some action shots similar to this your best bet is to shoot car to car or use a panning technique to create the blur.
